1st Open Call closed (October 31, 2014)

The FLEX 1st Open Call closed on October 31, 2014, at 17:00 CET. We received 19 proposals. 12 of them were from Academia, 4 from Research Institutes, 5 from SMEs and 2 from the Industry.

The results of the Open Call evaluation procedure are going to be announced at January 20, 2015.

 

1st Open Call announcement (September 2014)

 The infrastructure which will be made available in the first Open Call is:

  • UTH testbed:
    • 1 ip.access eNodeB, SiRRAN EPC network and 10 LTE UEs mounted on NITOS nodes, in the indoor RF-isolated testbed (compatible with LTE FDD band 7).
    • 1 ip.access eNodeB, SiRRAN EPC network and 10 LTE UEs mounted on NITOS nodes, in the outdoor testbed (compatible with LTE FDD band 7).
    • 5 Android LTE capable Smartphones (Samsung Galaxy S4, S4 mini and Google Nexus 5).
  • iMinds testbed:
    • 2 ip.access eNodeBs, SiRRAN EPC network and 20 LTE UEs mounted on the Roomba configurable robots in the RF-isolated testbed.
  • EURECOM:
    • 1 OAI platform in small cell configuration, 1 OAI EPC server, 2 commercial UEs and 1 Application server.

 


Call Objectives:

Through the Open Call procedure, the partners that will be selected, based on the quality and addressing of the objectives set, will enter the FLEX consortium. The FLEX project is looking through this Open Call for experiments which will enhance and extend FLEX facilities or conduct cutting edge research experiments using LTE equipment and existing tools. By the beginning of the experiments selected through the first Open Call procedure, a limited testbed infrastructure will be made available (detailed information on the resources available at each testbed site is given in Annex 1 of the call text). Projects could also be proposed to enhance the testbed facilities which are under development at the moment by means of tools or equipment which will be made fully compatible with the existing FLEX concepts. The experiments proposed for evaluation should address one or more of the following objectives:

  • Experiments leading to LTE protocol enhancements and evaluation over the FLEX infrastructure.
  • Experiments enabling benchmarking of the LTE components used in FLEX.
  • Testbed software enhancements, by means of building tools for supporting experimentation with the LTE equipment, which will be fully integrated with the existing tools.
  • Testbed extensions to the FLEX infrastructure by using Advanced Open LTE interfaces, that will be made interoperable with the existing FIRE control and management tools adopted by FLEX.

 

Call Information:

The FLEX project 1st Competitive Open Call is divided into two parts looking for two different types of proposals. For each category, different rules apply for the maximum funding per experiment.

Budget: € 900,000
Number of experiments to be funded: up to 10
Maximum Commission Funding per experiment: € 150,000 for innovative experiments / € 200,000 for testbed enhancements
Total Budget foreseen for experiments: € 500,000
Total Budget foreseen for enhancements: € 400,000
Number of partners per experiment: The target number of participants per experiment are 1-2
Type of participants: The profile of participants is academics, industrial or SMEs active in the domain LTE research, that need to run experiments to further test, evaluate and optimize their solutions. The rules of participation are the same as for any FP7 project.
Duration of the experiment: The maximum allowed duration of each experiment is 12 Months

Eligibility:

The proposers:

  • must be eligible for participation in the EC FP7-projects
  • can only be selected for funding for one proposal (even if the proposer submitted multiple proposals that are ranked high enough to be selected for funding)

Frequently Asked Questions (FAQ):

Q: Is building a new testsite (potentially from the existing ones) with additional features eligible?

A: Building a completely new site is not eligible. The budget available is only for experiment support or integration of existing testsites with the FLEX platforms. However, if you already have a teststite, you can potentially bring it in the consortium and make it interoperable with the existing tools and solutions. In such a case, you should explicitly position your proposal under the “testbed extensions” objectives.

Q: Could an existing FLEX partner write a letter of support for a proposal?

A: No.

Q: Is there any budget distribution per testsite or this depends on what is considered in the  accepted proposals?

A: No. There is no budget distribution per test site. 

Q: could one proposal include two experiments/enhancements from two different test sites? Is the interoperability testing eligible?

A: Yes. Experiments/enhancements for two different test sites can be included in one proposal. Additionally, a proposal can focus on the benchmarking of applications in more than one test sites.

Submissions for the First FLEX Open Call procedure are closed! The evaluation of the received proposals will take place in the next few weeks. All interested parties will be notified as soon as possible after this procedure whether your proposal has been successful or not.
